If bad weather hits a Komodo charter, seller guides say your captain can change the route or cancel, and media reports show the harbour authority can stop tourist boats sailing altogether. What happens to your money depends on your seller's terms. We have found no rule that gives guests a refund as of right, and published terms range from rescheduling with no refund to refunds at the company's discretion.
Who decides that boats cannot sail?
That depends on the scale of the problem. For the whole harbour, the harbour authority decides. For your boat on your day, the captain does. Neither of them decides what happens to your payment, and buyers often merge those three questions into one.
| Decision | Who makes it | What it rests on | Reported by |
|---|---|---|---|
| Closing sailing permits for tourist vessels | Labuan Bajo harbour authority | BMKG weather information | Indonesia Expat |
| Barring night movement in risky spots | Labuan Bajo harbour authority | Risky areas such as the Padar Strait | Metro TV |
| Changing the route or the order of stops | Captain and guide | Weather and sea conditions on the day | Salam Ransel |
| Cancelling in bad weather | Captain | The captain's judgement, which guests are advised to accept | Komodo Resort |
| Changing the itinerary when the trip was sold by an agent | Local boat operator | One agent's statement that its own role stops at booking | Green Rinjani |
| Refund or rescheduling | The seller | The terms you accepted | See the seller table below |
The agent row has a practical consequence. Green Rinjani says its role is limited to booking and reservation, with the local operator responsible for logistics and for itinerary changes in bad weather. If you buy through an agent, ask who will contact you when sailing stops, and whom you should call. The person who took your deposit may have no say over the boat and may hear the news when you do.
How long can a closure last?
More than a month, going by the one recent case we can document. Indonesia Expat reported that the harbour authority shut sailing permits for tourist boats from 26 December 2025, on the basis of information from BMKG, the national weather agency, and later extended the closure.
| Date | What was reported | Source |
|---|---|---|
| 26 December 2025 | Sailing permits closed for tourist vessels | Indonesia Expat |
| 9 to 11 January 2026 | Three-day opening | Indonesia Expat; Metro TV has the opening starting on 10 January |
| To 27 January 2026 | Closure extended to this date | Indonesia Expat |
Set that against a three-day trip and the scale is clear. Someone with a week in Flores inside that stretch could have had no sailing day at all, however much was paid and whichever boat was chosen. The start date is also the date a tourist phinisi sank in the Padar Strait, as our safety page records. The closure report rests its case on weather information, and we draw no link between the two events beyond the calendar.
A single closure does not make an annual pattern. Salam Ransel says April to December is generally drier with calmer seas, and that January to March brings more rain though trips still run. The closure sits awkwardly with that comfort, since it began in December and ran through most of January. An agent's seasonal comment is a useful guide to odds. It tells you nothing about any one date. Our guide to timing a phinisi trip weighs the seasons further.
What does the night movement ban change?
It takes away the option of making up lost distance after dark. Metro TV reports that the Labuan Bajo harbour authority has stopped tourist boats from travelling after dark in hazardous spots, the Padar Strait among them. Boats are expected to travel by morning or day and lie sheltered overnight. Court reporting from Dandapala has the harbour chief telling the court, on 31 March 2026, that the Padar Strait is mapped as a dangerous area with a no-night-sailing rule.
For a guest, we read three consequences from that:
- A short day stays short. If wind holds the boat at anchor until midday, the lost stops are likely to be dropped, because there is no overnight run to recover them.
- The anchorage plan matters. Ask where the boat expects to shelter each night and what the fallback is. Hello Flores, a seller writing about one shared cruise, describes the crew anchoring in calm areas at night. That is one boat, and it is a fair question to put to yours.
- A private hire does not buy an exception. The bar is reported as applying to tourist boats, so our page on hiring the whole boat treats it as a limit on any private route.
Timed park entry makes this tighter. A boat that cannot reach a site for its registered session may not get another try that day. Our page on the typical daily schedule shows how these constraints shape the order of stops.
Can the sea close outside the rainy months?
Yes. CNN Indonesia reported that the Labuan Bajo harbour authority issued notice 01/MP-IX/2026 on 8 September 2026, temporarily closing sailing to Padar and the Komodo National Park area after BMKG warned of dangerous weather for 9 and 10 September. The report cites a forecast of waves of 1.5 to 3.0 metres and winds of 20 to 30 knots, with conditions expected to last until 11 September. That falls inside May to October, the months Navélia gives as the best season.
The same report names 10 waters the authority maps as dangerous: Kelor, Batu Tiga, the Molo Strait, the Padar Strait, Loh Kima, Luwu, Kerangga, Mauwang, Tatawa and Siaba Kecil. Kelor and Padar appear on published shared itineraries, so a short notice like this can reach an ordinary route. Ask your seller which of those waters your route crosses, and what it does with the day if one is closed. This closure lasted days where the one in January 2026 lasted weeks, so build your margin for both.
Will you get a refund if sailing stops?
Not by any general rule we can point to. Terms are set seller by seller, and the five below do not match.
| Seller | Type | What its published terms say |
|---|---|---|
| Komodo Trips | Agent | Force majeure means rescheduling, with no refund |
| OpenTripKomodo | Marketplace | A withheld sailing permit counts as force majeure, with a full refund or a change of date |
| Dive Komodo | Dive operator | Under force majeure, refund or rescheduling is at the company's discretion; consequential losses such as flights are excluded |
| Neptune Liveaboards | Liveaboard operator | No refund for itinerary changes made for safety; group and charter payments are non-refundable |
| Samara Liveaboard | Liveaboard operator | Park permits are non-refundable once purchased, and since 22 September 2026 an e-ticket is valid only on its printed date |
It helps to think of three separate pots of money. The first is your fare, governed by the force majeure wording in Komodo Trips' terms, Dive Komodo's terms, Neptune's terms or their equivalent on your quote. The second is your park ticket, which Samara Liveaboard reports as non-refundable and date-locked, so a trip moved to another date raises a real question about who pays for a new one. The third sits outside the contract altogether: flights and hotel nights, which the Dive Komodo wording expressly leaves with you.
Before paying, put these questions to the seller and keep the reply:
- Does your weather or force majeure clause cover a harbour closure, or only a captain's decision?
- If you reschedule me, within what period, and what if I cannot come back?
- If I lose one day of three, is any part of the fare returned?
- What happens to park tickets already bought for my date?
- Who pays for extra nights ashore if the boat is held in port?
A marketplace promise of free cancellation is a separate thing. GetYourGuide offers free cancellation until 24 hours before the start on one listing, which helps only if you act within that window. Longer notice lines from other sellers are on our cancellation terms page.
Insurance may fill part of the gap, and may not. Neptune Liveaboards strongly recommends cover for cancellation, medical evacuation and liability. Komodo Resort's charter guide advises checking that a policy covers boat trips. Ask your insurer, in those exact words, whether a harbour closure is covered. Our travel insurance page goes through what sellers require.
What can your captain change on the day?
Nearly everything about the route, including whether to leave at all. Salam Ransel leaves the route and stop order to the captain and guide as conditions shift. Dive Komodo lists weather, safety and low participation as grounds for altering a programme, and it never guarantees specific sites. Labuan Bajo Tourism notes that crews judge the tide before anyone gets into the water at Manta Point. Those are day-to-day decisions, taken on board, usually without much notice.
Komodo Resort's guide advises accepting a captain's decision to cancel in bad weather. We agree with the advice on its merits. Passengers cannot see what the captain sees, and the pressure on a captain not to disappoint a paying group runs in the wrong direction. If you think you have lost something you paid for, write down what was dropped and why you were told it was dropped, and raise it with the seller afterwards. The argument about money belongs on land.
How should you plan around a closure?
Assume it could happen on your dates, then decide how much that would cost you. A few choices made early reduce the damage:
- Keep spare time. A traveller writing on Mini Adventures added a night on each side of a boat trip in case flights went wrong. The same margin helps with short weather delays, and our guide to arriving in Labuan Bajo covers the timing.
- Buy flights you can change. Under the Dive Komodo wording above, a cancelled boat does not pay for a wasted ticket.
- Ask what the seller did last time. Find out how it handled guests during the January 2026 closure. An account of what it actually did can tell you more than a clause.
- Get a named contact. Find out who is responsible on the day, with a phone number, and whether that person works for the agent or the boat.
- Do not put everything on one date. If this trip is the sole purpose of your journey, and you travel between December and March, weigh that risk openly when choosing.
What other questions do guests ask about weather and charters?
Can a Komodo charter be cancelled because of bad weather?
Yes. A captain can cancel on the day, and the harbour authority can close sailing permits for all tourist vessels, as Indonesia Expat reported it did from 26 December 2025. Either way, the trip does not leave, however much of it you have paid for.
Is a refund issued when weather stops the trip?
Not automatically. Komodo Trips reschedules with no refund under force majeure, Dive Komodo leaves it to the company's discretion, and Neptune Liveaboards gives no refund for safety changes to the itinerary. Your own contract decides, so read that clause before you pay.
Can I insist on sailing if the captain says no?
No. Komodo Resort's guide advises guests to accept the decision, and a harbour closure is out of both your hands and the captain's. If you feel you are owed something, take that up with the seller once you are ashore.
Are January to March trips more exposed to weather?
Possibly. Salam Ransel says those months bring more rain though trips still run. The closure reported in early 2026 also fell partly in that period, but one event does not establish a yearly pattern.
Will the seller pay for my flight if the boat cannot sail?
Do not count on it. Dive Komodo's force majeure terms exclude consequential losses such as flights. Check whether your travel insurance responds, and buy changeable tickets where you can.
